City Of Armstrong Adopts Official Community Plan

Armstrong, BC -At its Regular Meeting on August 11, 2025, Council proudly adopted the updated Official Community Plan (OCP) Bylaw No. 1924, 2024, marking the conclusion of a significant update to this foundational document, first developed in 2014. This milestone reflects a thoughtful, community-driven effort to shape a future for Armstrong that is sustainable, resilient and equipped to meet the challenges and opportunities of the coming decades.

 

An Official Community Plan is a long-term policy document that guides how a municipality grows and evolves over time. Over the past two years, City staff, consultants, and Council engaged in an extensive and collaborative process, working closely with residents, regional partners, and community groups to modernize the existing plan. The result is a forward-thinking, yet grounded, document that preserves the community’s values while aligning with contemporary needs, emerging priorities and a shared vision for the future.

 

“The updated OCP positions Armstrong to grow in a way that honours our heritage, protects our environment and supports a vibrant, inclusive future,” said Mayor Joe Cramer. “This plan was shaped by the voices of our residents, and it reflects a shared vision for how Armstrong can thrive in the face of change. I congratulate and thank our dedicated staff team for their tireless work in bringing this important document to life. My gratitude also goes to Council for their leadership and to the community for its engagement, insight, and commitment throughout this process.”

 

Key updates of the 2025 OCP include:

  • New population and growth projections, with an updated Housing Needs Assessment to meet provincial requirements.
  • Stronger growth management and densification strategies to meet housing objectives of encouraging diverse, attainable housing options.
  • Wildlife corridor mapping, and technical updates to Development Permit Areas for natural environment and hazard areas.
  • Separating the commercial development permit requirements for the historic downtown from other commercial areas in the community.

 

Community input played a central role in the OCP update process. Feedback was gathered through surveys, open houses, pop up events, and through student engagement at Armstrong schools, ensuring the final plan reflects the community’s priorities and values.

 

The updated OCP will guide future land use, housing, infrastructure, and environmental stewardship in Armstrong, providing a clear framework for decision-making and investment over the next 20 years.
